To answer your question, I think Ganos is leaps and bounds stronger than Raditz. In this kind of terrain, I hold the vast majority of the competition to a minimum of being considerably superior to Base Gohan after swinging the Z Sword. Does it make sense? Of course not. But that's the new standard for this tournament, I think.

I feel that it would be impressive if his power level was something as large as 400 but the fact that he's in this tournament and doing a decent job makes me believe that he must have gotten significantly stronger in a very short period of time. To answer the topic though, I would say Raditz wins. I need more convincing to believe Master Roshi is near or above Raditz before I put Ganos near or above Raditz.

Even if he started out weaker, he'd get stronger every second of every minute. Or something stupid like that. Raditz would be outmatched very quickly, as Roshi was.
